The following House bills are legislation of interest to TRS members.
House Bill 5
Prohibits lobbying of state officials by state governmental entities.
House Bill 6
Requires state agency directors/assistant directors must be in Springfield when General Assemby is in session.
House Bill 201
Amends the State Officials and Employees Ethics Act.
House Bill 465
Adds salary received as the result of negotiated salary schedule to the list of pay increases that are exempt from employer contributions required on salary increases over 6 percent that are paid to teachers near retirement.
House Bill 478
Adds salary received as a result of professional development to the list of pay increases that are exempt from employer contributions required on salary increases over 6 percent that are paid to teachers near retirement.
House Bill 479 (and Senate Bill 294)
Adds salary received as a result of extracurricular duties to the list of pay increases that are exempt from employer contributions required on salary increases over 6 percent that are paid to teachers near retirement.
House Bill 636
Amends the Downstate Teacher Article of the Illinois Pension Code.
House Bill 716
Reinstates the statutory requirement that the state contribute $13 million over the active teacher matching amount for Teachers’ Retirement Insurance Program funding.
House Bill 729
Makes a technical change concerning prohibited transactions.
House Bill 730
Makes a technical change concerning state employees.
House Bill 1098
Effective August 17, 2009, HB1098 was amendatorily vetoed by Governor Quinn due to the strained State of Illinois budget. He proposed that the bill become effective in fiscal year 2011 instead of the current fiscal year 2010.
The bill reduces the TRIP rates in fiscal year 2010 for Illinois participants age 65 and not eligible for Medicare who choose major medical. An earlier provision that would have raised TRIP rates for out-of-state residents was taken out of the bill.
House Bill 1148
Effective August 17, 2009, HB1148 was enacted into law as Public Act 96-0546.
Allows the purchase of up to two years of private school teaching for optional service credit. The service could be purchased until 2012.
House Bill 2235
Effective August 11, 2009, HB2235 was enacted into law as Public Act 96-0266.
The law requires school districts to report teachers and administrative base salaries and benefits to the Illinois State Board of Education by July 1 of each year.
House Bill 2493
Adds payments for induction and mentoring to the list of pay increases that are exempt from employer contributions required on salary increases over 6 percent that are paid to teachers
near retirement.
House Bill 2557
Effective August 25, 2009, HB2557 was enacted into law as Public Act 96-0753. The law requires certain pension funds, and any state agency investing funds on behalf of those pension funds, to make reasonable efforts to invest in economic opportunity investments.
House Bill 3722 (and Senate Bill 1656)
Requires board members of retirement systems to file a statement of economic interest.
House Bill 4450
Terminates Rutan-exempt positions hired by a governor during 1/11/99 through 1/29/09.
House Resolution 47
Supports federal repeal of Social Security provisions.
House Resolution 63 (and Senate Resolution 54)
Requires the Commission on Government Forecasting and Accountability to report on the economic impact of job losses due to the proposed pension system consolidation.
